VIPA to Host Public Hearing Regarding Aviation Tariff Rate Increases

The public is invited to attend a hearing to discuss proposed increases in specific fees in the Virgin Islands Port Authority’s Aviation Tariff. VIPA is required by law to conduct a hearing to inform the public regarding changes to its tariffs and to give interested persons the opportunity to discuss said changes with VIPA officials (Act 2375, § 505(8).


The hearing will be held on Wednesday, August 23, 2023, at 6:00 p.m. in the conference room on the third floor of the VIPA Administrative Building located at 8074 Lindbergh Bay, St. Thomas, VI. The meeting will also be teleconferenced in the VIPA Conference Room on the second floor of the Henry E. Rohlsen Airport Terminal on St. Croix. The rates that VIPA proposes to increase are:


(A) Parking Rates at the Cyril E. King Airport (CEKA): VIPA’s Board of Governors has authorized the Executive Director to implement a new parking fee structure at CEKA. The current fees have been in effect since July 1, 2006 (17 years), with a maximum daily rate of $10. These proposed rates are between 33%-71% lower than fees charged by other local public parking facilities.



(B) Cyril E. King Airport and Henry E. Rohlsen Airport (HERA) Aircraft Passenger Lift Rental Fee Increase: VIPA’s Board of Governors has authorized the Executive Director to adjust the fee charged for the use of its aircraft passenger lifts at CEKA and HERA. VIPA provides aircraft passenger lift units to assist travelers who need to disembark/embark on aircraft at VIPA’s airports without the use of stairs. VIPA intends to increase the fee to rent the units to cover some of the cost to purchase, maintain and operate the units. This increase will also bring the cost to use VIPA’s equipment in line with current local market rates for similar units. VIPA currently owns two passenger lifts at CEKA and one at HERA.
