An Act amending title 33, chapter 3, subsection 1, Virgin Islands Code to establish a $3.00 ocean common carrier tax on each cruise ship passenger entering St. Thomas and St. John. This act also allows cruise ships anchored or docked in St. Thomas or St. John to operate onboard casinos after 5 p.m. while in port for use only by their passengers.

An Act making an appropriation from the St. Croix Capital Improvement Fund to be used as matching funds to acquire federal funds under the Transportation Investment Generating Economic Recovery (TIGER, now the BUILD) Grant award for the Gordon A. Finch Molasses Pier Enhancement Project.

Appropriation of $900,000 to fund repairs to the Loredon Lorence Boynes Sr. Dock in Cruz Bay, St. John

An Act appropriating $1,665,637 from the St. Croix Capital Improvement Fund to the Virgin Islands Port Authority for the completion of the “Henry E. Rohlsen Improvement and Expansion Project."

Names the car ferry barge dock at Red Hook St. Thomas in honor of Noel "Breeze" Boynes Sr.

Appropriates $2,050,000 from the St. Croix Capital Improvement Fund for the replacement of the existing, deteriorated tender landing pier and repairs at the Ann E. Abramson Marine Terminal in Frederiksted, St. Croix.

Supplemental Budget - Includes an appropriation in the amount of $400,000 for VIPA to design a multi-purpose facility for cultural events on St. John and $400,000 to repair the concrete storm panels at the Ann E. Abramson Marine Facility on St. Croix.

An Act appropriating the excess debt service reserve funds for the outstanding Matching Fund Revenue Bonds to fund certain urgently needed capital projects across the Territory - includes an appropriation in the amount of $440,000 to complete Phase 2 of the St.Thomas Waterfront fending project.

An Act to transfer certain real property (former Cancryn Jr. High School) from the Government of the Virgin Islands to the Virgin Islands Port Authority; to require the Virgin Islands Port Authority to pay certain sums to the Education Maintenance Fund.

An Act appropriating $920,000 from the St. John Capital Improvement Fund to build and establish the Cruz Bay Fish Market in St. John, modifying the existing concrete boat ramp and bulkhead, as well as constructing an aesthetically pleasing structure.

Authorized the Virgin Islands Port Authority to establish a self-insurance program to cover and manage certain risks.

An appropriation of an additional $570,000 to fund repairs to the Loredon Lorence Boynes Sr. Dock in Cruz Bay, St. John.

An appropriation of $679,250 to fund the resurfacing of the Gordon A. Finch Molasses Pier facility.

An Act appropriating the sum of $17 million in fiscal year ending September 30, 2024 from the excess of funds contained in the Debt Service Reserve Fund for the Gross Receipts Taxes Revenue Bonds  to the Virgin Islands Port Authority for the dredging of the Charlotte Amalie Harbor and establishing reporting requirements for the expended funds.
