Airports P3 Project
St. Croix and St. Thomas  Airports

The Virgin Islands Port Authority (VIPA) is embarking on an exciting new Public Private Partnership (P3) project modernizing and enhancing the Henry E. Rohlsen Airport (HERA) on St. Croix and the Cyril E. King Airport (CEKA) on St. Thomas.  This project,  which will involve the redevelopment of HERA and CEKA, will bring state-of-the-art amenities, private investment, efficient airport operations, and long-term maintenance plans to these two important assets.  Visit our project website for more information: www.vipaairportsp3.com.

St. Croix and St. Thomas  Airports

VIPA has several active airport improvement projects in process:​

Construction Management

St. John Community Park
Enighed Pond, St. John

VIPA has engaged the residents of St. John to develop ideas and a concept for a multi-purpose facility for community gatherings and cultural events in St. John.  The park will be built on VIPA-owned land at Enighed Pond in Cruz Bay.  The Legislature of the Virgin Islands appropriated $400,000 for the design via Act No. 8473​​

St. John Fishermen's Facility
Cruz Bay, St. John

VIPA has engaged its marine architectural-engineering consultant, Moffatt & Nichol, to prepare the design for the Cruz Bay Fish Market facility. The Legislature of the Virgin Islands appropriated funds for this project via Act No. 8515.​​ 

 

VIPA has held public meetings and incorporated feedback from the fishermen and other stakeholders into the proposed design for the facility. The project to build the fish market at the Creek in Cruz Bay is currently in the design development phase. VIPA and its consultant will present this project to the Historic Preservation Committee of St. John with the proposed plans in the coming months.​

U.S. Army Corps of Engineers
Christiansted Harbor Navigation Study

Schooner Bay Channel, St. Croix

VIPA and the US Army Corps of Engineers hosted a joint public meeting on January 9, 2024  to discuss the Christiansted Harbor Navigation feasibility study.  The Jacksonville District, U.S. Army Corps of Engineers, (Corps) is beginning preparation of an Integrated Feasibility Study and National Environmental Policy Act (NEPA) document to address maneuverability, dimension, and safety concerns in the Schooner Channel and Gallows Bay at Christiansted Harbor, St. Croix, United States Virgin Islands.

Abramson Cruise Ship Dock Service Pier Construction
Frederiksted, St. Croix

VIPA is currently repairing the south tender landing service pier at the Ann  E. Abramson Marine Facility. This pier is used by tour operators, divers, and other small vessels.  This project was funded via an appropriation requested by Governor Albert Bryan Jr. from the Legislature of the Virgin Islands.

Charlotte Amalie Harbor Dredging
St. Thomas, USVI

VIPA is advertising bids to dredge the entrance channel of the Charlotte Amalie Harbor and its turning basin to allow safe entry for vessels entering the harbor and allow larger ships to berth at the West Indian Company (WICO) Dock.

Cargo Facility Improvement - St. Thomas
Crown Bay Cargo Port, St. Thomas

$21.9 million was awarded by the U..S Maritime Administration (MARAD) in October 2020 for the reconstruction and modernization of cargo handling and storage infrastructure at the Crown Bay Cargo Facility on St. Thomas in October 2020. VIPA partnered with Tropical Shipping and Crowley to receive this grant.  Tropical and Crowley paid the matching funds required.

Wilfred "Bomba" Allick Port and Transshipment Center, St. Croix

$22.4 million was awarded by MARAD to the Virgin Islands Port Authority for the reconstruction and modernization of the Wilfred “Bomba” Allick Terminal in St. Croix. VIPA partnered with Tropical Shipping to receive this grant.
