Leasing Property at VIPA's Airports and Seaports
The Virgin Islands Port Authority (VIPA) offers a variety of properties for lease in both its aviation and marine divisions.
Aviation properties include terminal spaces such as offices, counters, and concessions, as well as cargo warehousing and general aviation-related spaces. Marine properties consist of unimproved spaces available for warehousing and passenger facilities, which also include offices, counters, concessions, and more.
The property manager is responsible for overseeing the management and administration of the lands, facilities, and improvements under VIPA's jurisdiction. The property management department handles lease negotiations, permits for concession agreements, and additional activities related to property management, including the supervision and collection of revenues for VIPA.
All requests to lease property, establish a concession, or obtain permits to use VIPA's facilities should be submitted in writing to the property manager. ​Requests to use VIPA's facilities free of charge for an event should be directed to the executive director's office. ​Leasing Procedure

Submit a written letter of request with a description of the property you would like to lease and the purpose of your business/organization.

Complete a tenant application form. Applications can be obtained from the Property Management Department on St. Thomas or St. Croix or downloaded from this link.

You can hand-deliver your application, or mail it to the address listed below. Please be sure to include all the required documents listed on the application's checklist.

Application Fee (Effective 01 Nov. 2008):
-- $75 for existing tenants
-- $150 for new tenants

The property management staff reviews the application. If approved, it will be forwarded to VIPA's Governing Board Property Committee.

The Property Committee reviews the application and recommends it to the Board, which makes a final decision.

The Executive Director will then advise applicants in writing of the Board's decision and any additional information needed to complete the agreement.

As per VIPA Board policy, the VI Port Authority is no longer accepting new applications for rentals at Bourne Field on St. Thomas.

Our facilities provide the space and amenities needed for hosting public events. To hold an event at an airport or seaport property owned by the Virgin Islands Port Authority, please reach out to our Property Management office. You will need to reserve the space, obtain a list of fees, and submit any necessary insurance, security deposits, and other required documents before hosting your event.
