VIPA Thanks St. John Community for Suggestions and Feedback Presented at Town Hall

Virgin Islands Port Authority Executive Director Carlton Dowe thanks the residents of St. John and other members of the St. Thomas/St. John community that participated in a very productive town hall meeting on September 8, 2022. The town hall was held at the Cleone Creque Legislative Hall on St. John to discuss proposed plans to design a multi-purpose cultural park and community center at Enighed Pond in Cruz Bay, St. John. VIPA officials and Scott Lagueux of Moffatt and Nichol (VIPA’s marine engineering consultant) provided details about the proposed development of 3.75 acres located at the interior of the parking lot at the Theovald Moorehead Dock and Terminal at Enighed Pond in Cruz Bay St. John. The property is owned by VIPA and is currently vacant. The 34th Legislature appropriated $400,000 to fund a design for the community center using monies from its St. John Capital Development Fund.


The town hall was attended by over 80 individuals who shared comments, suggestions, and concerns about the proposed development. Senate President Donna Frett-Gregory and Senators Dwayne DeGraff, Milton Potter and St. Thomas/Water Island Administrator Avery Lewis were also in attendance. Director Dowe encouraged the residents of St. John to form an organized group and develop a comprehensive plan detailing what they would like to see constructed at the site. There was extensive discussion on relocating St. John’s Fourth of July festivities to the site at Enighed Pond as the festival’s activities have outgrown the existing site at the U.S. Customs parking lot in Cruz Bay.
