The Virgin Islands Port Authority's Procurement Division administers the purchasing, procurement, bidding, and contracting processes for all goods, and services for the Authority. All of our solicitations are posted publicly on this site to encourage competitive bidding and to guarantee transparency, best value, and efficiency.

 

REQUESTS FOR BIDS, PROPOSALS OR QUOTATIONS

Please follow these instructions:

  1. Bid documents are available for free download from our Web site.  Bids and proposals are only accepted Monday through Friday, excluding holidays observed by the Virgin Islands Port Authority.  (All times listed are Atlantic Standard Time UTC 4:00).

  2. By downloading any project bid package from our Web site, you acknowledge individual responsibility to return to this page to check for possible addenda to the project bid package prior to the due date.

  3. Follow all instructions within the solicitation documents.

  4. Clearly mark the bid description on the outermost package of all bids and proposals.

  5. Bid packages will not be accepted after the published due date.

  6. Download our Credit Card Authorization Form and e-mail it to vipaprocurement@viport.com to pay for bid packages electronically.  Your bid package will be sent to you via e-mail.

FOOD CONCESSION KIOSK AT THE CYRIL E. KING AIRPORT ON  ST. THOMAS

Deadline: 28 Jan 2020 by 4:00 p.m.

The Virgin Islands Port Authority is accepting proposals for a Food Concession Kiosk at the Cyril E. King Airport for the sale of freshly-brewed gourmet coffee, baked and/or a selection of fresh pre-packaged foods (including sandwiches and salads) or a small deli. Proposals will be received electronically by the Authority until January 28, 2021, at 4:00 p.m.

TOBACCO AND PERFUME KIOSK AT THE CYRIL E. KING AIRPORT ON ST. THOMAS

Deadline: 28 Jan 2021 at 4:00 p.m.

The Virgin Islands Port Authority is accepting proposals for a Concession Kiosk and 225 sq. ft. of space at the Cyril E. King Airport for the sale of Tobacco and Perfume at the Cyril E. King Airport. Proposals will be received electronically by the Authority until January 28, 2021, at 4:00 p.m

AIRCRAFT RESCUE AND FIREFIGHTING VEHICLE FOR THE HENRY E. ROHLSEN AIRPORT ON ST. CROIX

Deadline: 5 Feb 2021 at 4:00 p.m.

The Virgin Islands Port Authority (the “Authority” or “VIPA”) is accepting bids for one (1) 3,000 Gallon Aircraft Rescue and Firefighting (“ARFF”) Vehicle for the Henry E. Rohlsen Airport (‘HEKA”) in St. Croix, U.S Virgin Islands and one (1) 1,500 Gallon ARFF Vehicle for the Cyril E. King (“CEKA”) in St. Thomas, U.S Virgin Islands.  A copy of the invitation for bid (IFB) can be obtained from the Authority’s website at www.viport.com.

The Virgin Islands Port Authority (the “Authority” or “VIPA”) is seeking a qualified Respondent to create a payment portal for the Authority. A copy of the invitation for bid (IFB) can be obtained from the Authority’s website at www.viport.com. HERA AIRFIELD ELECTRICAL & VAULT CONSTRUCTION

V.I. Paving, Inc.

$3,314,230.01 bid proposal by V.I. Paving, Inc. was approved for the HERA Runway 10-28 electrical improvements and vault construction.  Approved by VIPA Board on 21 Oct 2020.

CEKA COMMERCIAL APRON PAVEMENT RECONSTRUCTION

Consolidated Asphalt and Civil Works LLC

$4,156,916.40 bid proposal from Consolidated Asphalt and Civil Works LLC was approved to perform Phase 1 of the CEKA commercial apron pavement reconstruction.  Approved by VIPA Board on 21 Oct 2020.

 

DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM

The Virgin Islands Department of Public Works (DPW) has established the Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26.  DPW receives federal financial assistance from DOT.  As a condition of receiving this assistance, DPW has signed an assurance that it will comply with 49 CFR Part 26.  DPW is the administrator of the DBE program for the U.S. Virgin Islands.  For more information, visit DPW's website or call (340) 776-4844.
