PROCUREMENT, BIDS, AND CONTRACTS

The Virgin Islands Port Authority's Procurement Division administers the purchasing, procurement, bidding, and contracting processes for all goods, and services for the Authority. All of our solicitations are posted publicly on this site to encourage competitive bidding and to guarantee transparency, best value, and efficiency.

​Please adhere to the following instructions: 

  1. Bid documents are available for free download from our Web site.  Bids and proposals are only accepted Monday through Friday, excluding holidays observed by the Virgin Islands Port Authority.  (All times listed are Atlantic Standard Time UTC 4:00).

  2. By downloading any project bid package from our Web site, you acknowledge individual responsibility to return to this page to check for possible addenda to the project bid package prior to the due date.

  3. Follow all instructions within the solicitation documents.

  4. Clearly mark the bid description on the outermost package of all bids and proposals.

  5. Bid packages will not be accepted after the published due date.

  6. Download our Credit Card Authorization Form and e-mail it to vipaprocurement@viport.com to pay for bid packages electronically.  Your bid package will be sent to you via e-mail.

NOTICE OF SALE: SEALED BID AUCTION OF USED PILOT BOATS

Deadline: 05 Aug 2021 at 2 p.m.

The Virgin Islands Port Authority (the “Authority” or “VIPA”) will be accepting bids for its used Pilot Boats—The Harry Magras and The Winston Parris. The pilot boats are available for public viewing by submitting your request to cplaskett@viport.com.


Each bid must be submitted individually on an official bid form, placed in a sealed envelope marked “Sealed Bid” and received at the Purchasing Department, by no later than 2:00 p.m. on Thursday, August 5, 2021. Official bid forms are available on the Authority’s website at www.viport.com. Late, faxed, or e-mailed bids will not be considered. The Pilot Boats are sold as-is and no warranties will be given. The Authority reserves the right to accept or reject any or all bids; to waive any informality or to accept any bid deemed to be in the best interest of the Authority.


Sealed bids will be publicly opened and read on Thursday, August 5, 2021, at 2:01 p.m. at the Purchasing Office. The high bidder must be prepared to close within forty-eight (48) hours following notification of the Authority’s bid acceptance. ANN E. ABRAMSON MARINE FACILITY TENDER PIER LANDING REPAIRS, ST. CROIX, U.S. VIRGIN ISLANDS (NOTICE OF CORRECTION TO BID)

Deadline: 12 Aug 2021 at 2 p.m.

The Virgin Islands Port Authority (the “Authority” or “VIPA”) is issuing this Notice of Corrected Invitation to Bid to correctly identify the project name as the Tender Pier Landing Repairs.


The Authority will be accepting sealed proposals for the furnishing of all labor, material, services, and equipment for the Construction of the Tender Pier Landing Repairs located at the Anne E. Abramson Marine Facility, St. Croix, U.S. Virgin Islands. Bids will be received by the Virgin Islands Port Authority (VIPA) at the Purchasing Department located at the Henry E. Rohlsen Airport until 2:00 P.M. Thursday, August 12, 2021.  Bids will be publicly opened and read aloud immediately following.


A non-mandatory pre-bid meeting will be held on Monday, July 12, 2021 at 10:00 a.m. at the Conference Room located on the 2nd Floor of the Henry E. Rohlsen Airport. The pre-bid meeting will be followed by a site visit to the Anne E. Abramson Marine Facility.


Bidders are invited to submit proposals on the Proposal Forms provided.


The complete invitation to bid including specifications, drawings, and proposal forms may be obtained on electronic media costing ($50 each) by bona fide bidders from the office of purchasing at the Henry E. Rohslen Airport, St. Croix, USVI (340) 778-2830. The bidders shall make payment to the Cashier’s office located on the 2nd floor of the Henry E. Rohlsen Airport Terminal.


The EEO and DBE requirements of the Virgin Islands Port Authority shall apply to this project. The bids shall be based on wage rates at least as high as the minimum rates established by U. S. Department of Labor, which is incorporated in the Bid Documents.


The Contractor agrees to use local personnel for the categories of journeymen, mechanics, laborers, apprentices or trainees, and local products to the maximum extent possible, whenever such policy does not increase the cost to the Authority. The Contractor agrees to follow the resident employee requirements as described in Act No. 5174, Bill No. 16-0218 of the Virgin Islands Code.


All Proposals must be submitted as set forth in Section 00120 “Bid Requirements and Conditions.” No Proposal may be withdrawn after the scheduled closing time for receipt of Proposal for a period of ninety (90) days.


The Authority reserves the right to waive any informalities in or reject any and all Proposal, or to re-advertise for Proposals.


The Contractor shall be fully insured as set forth in Section 00720 “Conditions of the Contract.”


The Contractor must be qualified and licensed in the area or state in which he/she has their main place of business in order to place a bid or to be awarded a contract for this project. The same condition applies to sub-contractors. Prior to the execution of the contract, the Contractor and sub-contractors must be licensed to conduct business in the U.S. Virgin Islands.

HERA AIRFIELD ELECTRICAL & VAULT CONSTRUCTION

V.I. Paving, Inc.

$3,314,230.01 bid proposal by V.I. Paving, Inc. was approved for the HERA Runway 10-28 electrical improvements and vault construction.  Approved by VIPA Board on 21 Oct 2020.

CEKA COMMERCIAL APRON PAVEMENT RECONSTRUCTION

Consolidated Asphalt and Civil Works LLC

$4,156,916.40 bid proposal from Consolidated Asphalt and Civil Works LLC was approved to perform Phase 1 of the CEKA commercial apron pavement reconstruction.  Approved by VIPA Board on 21 Oct 2020.

CEKA TERMINAL TOBACCO & PERFUME CONCESSIONS

Alby Investment Corporation

VIPA's Board approved the selection of Alby Investment Corporation to operate two tobacco and perfume concessions at the Cyril E. King Airport Terminal. The Board authorized the Executive Director to enter into an agreement for a term of three years with an option to renew for two years. Approved by VIPA Board on 22 Feb 2021.

CEKA TERMINAL FOOD KIOSKS

DM Hospitality, LLC dba Island Grind VI and Barefoot Buddha

VIPA's Board approved the selection of two vendors to operate food concession kiosks in the preclearance area of the Cyril E. King Airport Terminal:


(1) DM Hospitality, LLC dba Island Grind VI, and

(2) Barefoot Buddha


The Board authorized the Executive Director to enter lease negotiations with both entities for three years with an option to renew for two additional years. Approved by VIPA Board on 22 Feb 2021.

 

DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM

The Virgin Islands Department of Public Works (DPW) has established the Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26.  DPW receives federal financial assistance from DOT.  As a condition of receiving this assistance, DPW has signed an assurance that it will comply with 49 CFR Part 26.  DPW is the administrator of the DBE program for the U.S. Virgin Islands.  For more information, visit DPW's website or call (340) 776-4844.
