PROCUREMENT, BIDS, AND CONTRACTS
The Virgin Islands Port Authority's Procurement Division administers the purchasing, procurement, bidding, and contracting processes for all goods, and services for the Authority. All of our solicitations are posted publicly on this site to encourage competitive bidding and to guarantee transparency, best value, and efficiency.

Bid documents are available for free download from our Web site. Bids and proposals are only accepted Monday through Friday, excluding holidays observed by the Virgin Islands Port Authority. (All times listed are Atlantic Standard Time UTC 4:00).
By downloading any project bid package from our Web site, you acknowledge individual responsibility to return to this page to check for possible addenda to the project bid package prior to the due date.
Follow all instructions within the solicitation documents.
Clearly mark the bid description on the outermost package of all bids and proposals.
Bid packages will not be accepted after the published due date.
NOTICE OF SALE: SEALED BID AUCTION OF USED PILOT BOATS
Deadline: 15 Jul 2021 at 2 p.m.
The Virgin Islands Port Authority (the “Authority” or “VIPA”) will be accepting bids for its used pilot boats —the "Harry Magras" and the "Winston Parris." Pilot boats are available for public viewing by submitting your request to email@example.com.
Each bid must be submitted individually on an official bid form, placed in a sealed envelope marked “Sealed Bid” and received at the Purchasing Department, by no later than 2 p.m. on Thursday, July 15, 2021. Official bid forms will be available on the Authority’s website at www.viport.com. Late, faxed, or e-mailed bids will not be considered.
The pilot boats are sold as-is and no warranties will be given. The Authority reserves the right to accept or reject any or all bids; to waive any informality or to accept any bid deemed to be in the best interest of the Authority.
Sealed bids will be publicly opened and read on Thursday, July 15, 2021, at 2:01 p.m. at the Purchasing Office. The high bidder must be prepared to close within forty-eight (48) hours following notification of the Authority’s bid acceptance. Please refer all questions to the Purchasing Department by calling (340) 778-2350.
RETAIL SPACE AVAILABLE @ CROWN BAY CENTER
The former First Bank VI space at Crown Bay Center is available for lease. This prime space is approximately 3,650 square feet and is ideal for commercial, retail, office, and/or storefront use. HERA AIRFIELD ELECTRICAL & VAULT CONSTRUCTION
V.I. Paving, Inc.
$3,314,230.01 bid proposal by V.I. Paving, Inc. was approved for the HERA Runway 10-28 electrical improvements and vault construction. Approved by VIPA Board on 21 Oct 2020.
CEKA COMMERCIAL APRON PAVEMENT RECONSTRUCTION
Consolidated Asphalt and Civil Works LLC
$4,156,916.40 bid proposal from Consolidated Asphalt and Civil Works LLC was approved to perform Phase 1 of the CEKA commercial apron pavement reconstruction. Approved by VIPA Board on 21 Oct 2020.
CEKA TERMINAL TOBACCO & PERFUME CONCESSIONS
Alby Investment Corporation
VIPA's Board approved the selection of Alby Investment Corporation to operate two tobacco and perfume concessions at the Cyril E. King Airport Terminal. The Board authorized the Executive Director to enter into an agreement for a term of three years with an option to renew for two years. Approved by VIPA Board on 22 Feb 2021.
CEKA TERMINAL FOOD KIOSKS
DM Hospitality, LLC dba Island Grind VI and Barefoot Buddha
VIPA's Board approved the selection of two vendors to operate food concession kiosks in the preclearance area of the Cyril E. King Airport Terminal:
(1) DM Hospitality, LLC dba Island Grind VI, and
(2) Barefoot Buddha
The Board authorized the Executive Director to enter lease negotiations with both entities for three years with an option to renew for two additional years. Approved by VIPA Board on 22 Feb 2021.
DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM
The Virgin Islands Department of Public Works (DPW) has established the Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. DPW receives federal financial assistance from DOT. As a condition of receiving this assistance, DPW has signed an assurance that it will comply with 49 CFR Part 26.
