Executive
Director
Kenn Hobson
The
V.I. Port Authority's Governing Board selected
Kenn Hobson to serve as the agency's executive
director on October 22, 2008. Hobson has worked with for over
20-years, serving as interim executive director from Feb. 22 2008
until his permanent appointment as executive director. He was
also the agency's deputy executive director, and former director of
property management.
Prior to his tenure at
the Port Authority, Hobson worked at the V.I. Water and Power
Authority for nine years in a variety of positions including
supervisor of accounts payable and receivables,
administrator of the power plant and as internal auditor.
Hobson is also a certified general appraiser and owner of a
real estate appraisal company, Hobson and Associates.
He has a Bachelor of Arts degree
and a Masters of Arts degree in Business Management with a
Concentration in Accounting, and a
Masters in Public Administration from the University of the Virgin
Islands.
Assistant
Executive Director
David W. Mapp
David
W. Mapp serves as the VI Port Authority’s assistant executive
director. He has worked with the Port Authority since 1985 and
is directly responsible for the oversight of all Port Authority
operations and its employees on the island of St. Croix.
In his capacity as the assistant director, Mapp also serves as the
manager of the Henry E. Rohlsen Airport.
Director
of Administration & Finance
Judith V. James
Judith V. James is the Port Authority’s director of
administration and finance. In her capacity as director, James
oversees the agency’s administration and finance department which
develops the Authority’s operating budget, prepares the authority’s
financial statements, monthly financial status reports, assists
external auditors with the preparation of annual audits and prepares
monthly reports of marine and aviation traffic. The department is
responsible for reviewing and amending the Port Authority’s marine
and aviation tariffs, based on recommendations from its marine and
aviation consultants. In addition, James supervises a combined
total of 20 employees in the Port Authority’s information systems
department, the accounting department and the purchasing departments
on St. Thomas and St. Croix. She was hired by the Port Authority as
an accountant and was promoted to accounting manager. In 2004 she
was promoted to director of administration and finance. James
has a Bachelors Degree in Accounting from the University of the
Virgin Islands.
Director
of Engineering
Dale A. Gregory
Dale
A. Gregory is the director of engineering. Gregory is
charged
with the responsibility of overseeing the planning and management of
the capital improvement projects for both the aviation and marine
divisions – including managing all federal grant monies received for
construction and improvement projects. The engineering department
solicits bids and funding for capital projects, oversees project
design and performs construction management, project inspection,
facility operation and major maintenance for all construction
projects.
Gregory was hired
by the Port Authority as a project representative and project
manager in 1983. He was promoted to engineering director in
1995. He has a Bachelor of Science degree in Civil Engineering
from the
University of West Virginia. He is also a licensed Civil Engineer
and a member of the American Society of Civil Engineers, the
American Concrete Institute, the American Association of Airport
Executives and the International Conference of Building Officials.
Note: The position of
Deputy Executive Director is also a principal officer of the Virgin
Islands Port Authority. This position is currently vacant.
