Working with the V. I. Port Authority -
Virgin Islands Port Authority Personnel Department

The Virgin Islands Port Authority's personnel department provides all human resources and employee support services for the Authority. These services involve recruitment, placement of new employees; orientation, training and career development; establishing and adjusting salaries, pay grades and pay scales; worker's compensation in the event of an on-the-job injury; employee counseling; and employee related programs and events. This office also maintains physical and computerized records for all current and past employees of the Port Authority; prepares employment documents via our internal Notice of Personnel Actions (NOPA) system; coordinates medical, retirement and other employee benefits; and also provides employment verification.

The office is tasked with carrying out the employment polices established by the Port Authority's Board of Directors, and to ensure that VIPA complies with all local and federal employment laws. The personnel manager is an integral part of the negotiation of all employee union contracts negotiated by the Port Authority.  Our personnel office is also involved in all activities related to labor relations include managing the grievance process at the various departmental levels, as well as grievances that require mediation and arbitration.

Benefits include medical and dental insurance coverage, 20-25 paid local and federal government holidays, accrued vacation leave with a maximum of 480 hours each year and accrued unlimited sick leave; and a retirement system into which the employee becomes vested after 10 years of service (retirement is possible at age 50 or after 30 years of service regardless of age).

As of October 1, 2008, the Port Authority implemented a hiring freeze.  No new positions will be filled between Oct. 1 2008 through Sep. 30, 2009. On September 23, 2009 the Board approved the FY 2010 Budget which continues the hiring freeze through Sep. 30, 2010.
