Former Virgin Islands Port
Authority Executive Directors
The Executive Directors of the Virgin Islands Port
Authority are tasked with managing the day-to-day operations of the
Authority, and carrying out the policies and directives of the VIPA
Governing Board. The following have served as executive
directors of the V.I. Port Authority:

Jacob Alfred Theodore Mendes
Monsanto
(also known as Jack M. Monsanto)
1971-1975During his tenure as
Executive Director of
the Virgin Islands Port Authority from 1971 through 1975,
Monsanto was highly instrumental in laying the groundwork
for the modern airport facilities on St. Thomas.
Monsanto has also served the Virgin Islands community during
his employment with the West Indian Company, served in the
Merchant Marine in WWII, is a licensed Captain, has
been Harbor Pilot, owned a dry cleaning plant, is a licensed
airplane pilot and owned VIP Airways - one of the first
airlines in the Caribbean. Monsanto
also served as
Commissioner of Public Safety.

Harding
1975-1991

Gordon A.
Finch
1991-2002Gordon A. Finch is an
accomplished engineer and St. Croix native who served as the head of the V.I.
Port Authority for 11 years. Prior to assuming the
position, he owned and managed an engineering consulting
business. He also served as the commissioner of the
U.S. Virgin Islands Department of Public Works for four
years. He has a Bachelor of Science degree in
mechanical engineering and a Master of Science degree.

Darlan Brin
2003-2008On January 1, 2003,
Darlan Brin replaced Gordon A. Finch who retired in December
2002.
Brin, a native of St. Thomas, had worked for the Authority
for 20 years as a planner. During his tenure as
planner, he obtained millions of dollars for
the Port Authority in federal grants and was the driving
force behind many initiatives and capital improvement
projects such as the development of the Crown Bay Cruise
Ship Port and the Red Hook Marine Facility. He was
also instrumental in getting the Enighed Pond Marine
Facility construction project off
the ground.
Brin has a Bachelors of Arts degree and a
Masters of Arts degree in Business and Economics, and a
Masters in City Planning. He spend most of his career
in public service. He was commissioner of the U.S. Virgin
Islands Department of Conservation and Cultural Affairs (now
Department of Planning and Natural Resources) from 1979 to
1982, and served as assistant director of planning for the
Virgin Islands Planning Office from 1973 to 1979.
Brin retired on February 22, 2008.
Kenn Hobson has served as the Port
Authority's Executive Director since Brin's
retirement. |
