About the Virgin Islands Port Authority

The VIPA management team is comprised of some of the most diverse, educated, innovative and hard-working individuals living in the U.S. Virgin Islands.  Led by Carlton Dowe, the agency's executive director, the management team keeps the wheels of the VIPA ship turning.


Principal Officers

David W. Mapp, Acting Executive Director
David W. MappDavid W. Mapp is the acting executive director of the Virgin Islands Port Authority.  Mapp also serves as the manager of the Henry E. Rohlsen Airport on St. Croix.  He has worked with the Port Authority since 1985 and is directly responsible for the oversight of all Port Authority facilities and operations throughout the territory.
Dale A. Gregory, Director of Engineering
Dale GregoryDale Gregory is charged with the responsibility of overseeing the planning and management of the capital improvement projects for both the aviation and marine divisions – including managing all federal grant monies received for construction and improvement projects.  The engineering department solicits bids and funding for capital projects, oversees project design and performs construction management, project inspection, facility operation and major maintenance for all construction projects.

Gregory was hired by the Port Authority as a project representative and project manager in 1983.  He was promoted to engineering director in 1995.  He has a Bachelor of Science degree in Civil Engineering from the University of West Virginia.  He is also a licensed Civil Engineer and a member of the American Society of Civil Engineers, the American Concrete Institute, the American Association of Airport Executives and the International Conference of Building Officials.

Ms. Donna Frett-Gregory, Chief Financial Officer
Donna Frett-GregoryDonna Frett-Gregory joined the Virgin Islands Port Authority as its Chief Financial Officer in March 2015.  In her capacity as CFO, Gregory has oversight of the Authority's administration and finance, accounting and purchasing departments.  She is charged with creating innovative practices to improve the Authority's financial and credit standing; performing regular reviews of the Port Authority's aviation and marine tariffs; oversight of the annual financial audit; managing the Authority's assets; ensuring the agency obtains the most adequate and affordable insurance liability coverage; and developing all purchasing and financial procedures for the agency.

Gregory has 28 years of public financial management experience. She holds a Master of Business Administration from Western Governors University, Master of Arts in Public Administration from the University of the Virgin Islands, and a Bachelor of Science in Business Administration from Morgan State University. Ms. Gregory successfully completed the State Leaders in Government Program at the Harvard Kennedy School of Government in 2011.
